Development Projects

Section C, Georgia and Colesville

Thai at Silver Spring, Ceviche, and Pho Hiep Hoa all opened in August. Asian Bistro, Romano's Macaroni Grill, Red Lobster, Panera Bread, My Eye Doctor, Eggspectation, Lebanese Traverna, Starbucks, and Gymboree are open.

A new tenant, Cake Love, will open a store this fall.

The lighting in the front of the historic shopping center is being reviewed, because the Washington Globe lights are not consistent with the historic character of the shopping center.

Section B, Fenton and Ellsworth

Open: Majestic Theater, Pier 1, Ulta, Ann Taylor Loft, The Bombay Company, Men's Warehouse, and Borders Books and Music. New Tenant: DSW Shoe Warehouse will be opening soon.

Wayne Avenue Garage

The monuments with fragments of the Armory façade have been installed in front of the garage, designating it as the Armory site. The artist has also installed a series of ceramic insets into the brick sidewalk in front of the garage, and Bike racks have been installed.

Town Square Garage

Tenants include Cold Stone Creamery, Chick-Fil-A, and Color Me Mine Pottery. A ceramic arch has been installed on Ellsworth Drive in front of the Arts and Humanities Council's office. Demolition of Garage 1 is complete and artificial turf has been installed on a temporary basis to stabilize the site and make it useable for community events.

Fenton and Wayne

The Marriott Courtyard Hotel is open. Washington Sports Clubs will open in November.

Georgia and Wayne

WorldSpace Inc., a satellite and XM radio company, is occupying 52,000 square feet in the office building at Georgia and Wayne. The American Nurses Association has moved in. Red Rock Canyon Grille, Bank of America, Storehouse Furniture, and Office Depot have opened.º

City Place

Exterior improvements are completed and the new entrance at Ellsworth and Fenton is open. Chipotle, Ben and Jerry's Ice Cream, Noodles & Company, Galaxy Sports Bar, Phillips Seafood Company, and Taste of Morocco are open. Maginty's Irish Pub has signed a lease and will be located on Ellsworth and use space on two floors. The Blue Pearl Grille will open soon in the food court.

City Place's interior has seen numerous changes, with new tenants coming.

Wayne Avenue Plaza

Construction has started and the plaza should be completed in December.

Georgia Avenue median and crosswalk at Ellsworth

Project complete and working well. Trees that did not survive the winter have been replaced.

Civic Building and Veterans' Plaza

The County Executive will include in his recommended CIP Budget for FY07-FY12 an additional $5.3 million to restore the Pavilion and Ice Rink and to fund upgrades of interior finishes. The Silver Spring Town Center, Inc., a non-profit corporation, has been formed by the community as the entity that could program the Civic Building and Veterans' Plaza.

Montgomery College expansion

The Student Services building is under construction, with completion slated for the spring of 2006. The Smith Group has completed the schematic design for the Performing Arts Center. Construction of the King Street Arts Center (at the former Giant Bakery site) should start this month.

Silver Spring Innovation Center

This high-tech incubator for start-up companies, located on Blair Mill Road at Georgia Avenue, is open and operating.

Transit Center expansion

Additional federal funding for this project was included in the Transportation Bill passed by Congress last month. The Mandatory Referral for Public Improvements has been completed by The Maryland-National Capital Park and Planning Commission. The site plan for the private portions of the project has been submitted to the commission, and a hearing before the MNCPPC Planning Board should be scheduled for November. A preliminary plan for the Interim Bus Operations Plan will be presented over the next few months.

Fire Station, Police Substation and Urban District offices

Construction of these facilities is scheduled for completion this month.

Easter Seals Intergenerational Center and offices

The land sales contract for the Easter Seals offices is complete. Construction should start in March 2006. Easter Seals' corporate fundraising campaign for construction of the office is now underway. Montgomery County has provided $500,000 and the state of Maryland has provided $200,000, and a commitment of $200,000 from the federal government has been received.

United Therapeutics building

The United Therapeutics laboratory is now under construction. The structure has been topped out.

Jesup Blair Park renovation

The renovation is completed, and a rededication ceremony was held on October 7. A sculpture by artist Linda De Palma has been installed.

Residential projects: Recently completed

Blair Towns, a development of 78 rental townhouse-style units by the Tower Companies. This is the first LEEDS certified residential project in the U.S.

Gramax Towers, a high-rise office building converted to 182 rental residential units, with 80% low/moderate income units, by RST Development, LLC.

The Bennington (at NOAA), a new 14-story building with 220 rental apartments, with about 20 percent MPDUs, by Foulger-Pratt Development.

Eastern Village CoHousing, a long-vacant four-story office building converted into 57 co-housing ownership units, by EcoHousing Corporation. A Grand Opening celebration was held on January 6.

 

Residential projects: Under construction

8045 at the Silver Spring Metro, 120 condominiums on Kennett Street at Newell Street, by Patriot Group.

Lofts 24, 24 condominium units at Fenton and Bonifant streets, by Tezzera, LLC. Construction began in September.

Silverton, a condominium complex of 210 units at the former Canada Dry site, by JBG Construction. Completion should be completed by the end of the fall.

The Auroras, two long-vacant office towers on Eastern Avenue converting into 145 condominiums, by RST Development. Interior demolition is completed and exterior work is nearly completed.

The Crescent, a 14-story tower of 147 condominiums on Wayne Avenue, beside the new library, by Patriot Group. Construction has started and units are currently being sold.  

Residential projects: Planning and design stages

KSI project, on Ripley Street at the railroad tracks: 330 apartments are planned, with more than half as condominiums.

Silver Spring Gateway, by JBG: located adjacent to the former Canada Dry site. The M-NCPPC Planning Board has given final approval to 460 condominium units, with 50,000 square feet of retail.

The Portico, by Patriot Group: at the Cameron Hill end of Fidler Lane. M-NCPPC Planning Board has approved 158 condo units in a 13-story building.

The Galaxy, by RST Development: located on 13th Street. Planned are 328 new condominium units. The County Council has approved ZTA for additional height.

The Adele: a mixed-use project at Fenton Street and Thayer Avenue. The M-NCPPC Planning Board has approved 15,000 square feet of retail, 18,000 square feet of office space, and 96 residential units.

M-NCCPC Planning Board proposed projects

1200 East-West Highway

This is a development with 195 condominium units. This project was approved by the Planning Board.

8021 Georgia Avenue

A developer has proposed the adaptive reuse of the buildings designed by Arthur Heaton on Georgia Avenue in south Silver Spring. The 1.88-acre site is zoned CBD-1/South Silver Spring Overlay Zone. It was placed on the Locational Atlas and Index of Historic Sites in 2005.

The applicant proposes approximately 185 dwelling units, public use space and amenities, and 180 parking spaces in a 90-foot-high building (measured from the mid-point along Burlington Avenue). The proposed project preserves and rehabilitates portions of two of the existing buildings on site.

The pedestrian entrances for the new project will be along Georgia Avenue. A site plan has been submitted to Park and Planning.

1200 Blair Mill Road

This 0.77-acre site, at the corner of East-West Highway, Newell Street, and Blair Mill Road, is zoned CBD-1. The applicant proposes to construct a 96-unit condominium building with 46 below-grade parking spaces. The proposed building would be 90 feet in height and would have its main entrance on Blair Mill Road.

Cameron House

Located on Cameron Street between Fenton and Spring Street, this residential project will replace the St. Charles Apartments. The project will include 386 residential units. This project has been submitted to Park and Planning and should be reviewed by the Planning Board in November.

Cedar Street at Ellsworth Drive

A new residential construction project is proposed, with approximately 145 residential units. The land sale contract with Montgomery County is completed.

Silver Spring Metro Station

A new residential construction project is proposed for above the new Transit Center at Wayne Avenue and Ramsey Street. This project will include approximately 450 residential units in two towers. The project was submitted to Planning Board in August.

 

Silver Spring Urban District projects

Georgia Avenue underpass

Work on upgraded lighting is complete. Painting has been completed, with railings being repainted to their original color. The Arts on the Block program has received a $25,000 grant through Department of Housing and Community Affairs (DHCA), and the Urban District is providing a $15,000 match for improvements to the pedestrian underpass.

Montgomery Hills streetscape maintenance

The FY06 budget for the Silver Spring Regional Services Center includes $15,000 for maintenance. DHCA's proposed work program for the FY06 capital budget for the beautification project was approved by County Council.

Silver Spring WiFi

The WiFi system is operational. Atlantech Online is providing free internet access. The Silver Spring Urban District is marketing the system with palm cards distributed through businesses in the area and with signs posted around the area served.

 

Other county projects

Parking garage on King Street and disposition of Lot 16

Negotiations are completed, with a new garage of about 200 spaces to be constructed with The Galaxy residential project.

Pedestrian safety study

Most pedestrian improvements are completed. Pedestrian issues are being monitored by the Transportation and Pedestrian Safety Committee of the Silver Spring Citizens Advisory Board. SHA has approved the installation of a signal at the pedestrian crosswalk from NOAA to the Blair Shopping Center. This signal should be installed this year.

South Silver Spring pedestrian links

Art work has been installed. Construc-tion is complete for Phase I. A Grand Opening ceremony was held on June 20

Fenton Village streetscape improvements

$450,000 of Federal EDI funds have been granted to Montgomery County through DHCA for streetscape improvements on Bonifant Street, Thayer Avenue, and Silver Spring Avenue between Fenton Street and Georgia Avenue. Design plans for the south side of Bonifant and the north side of Thayer has been submitted to M-NCPPC for Mandatory Referral review.

Fenton Village pedestrian links

The concept design process has started for this project.

Streetlight replacement

Installation of new streetlights on Georgia Avenue from Cameron Street to Colesville Road is completed. Replacements have been ordered for Georgia Avenue from Wayne Avenue south.

Silver Spring Library

The process of acquiring the Silver Spring Library site on Colesville Road has begun, and the appraisal process for the facility is nearly completed. Mandatory Referral for the site has been approved by M-NCPPC Planning Board.
